2003.10.15 Update Vex's Root Certificate

If you use some of Vex's secure services such as webmail, imaps, etc., you'll find the Vex.Net root certificate expired last week. It was updated last week, however you need to re-install the updated certificate into your software (browser, or mail client, or whatever you use) in order for it to be used. Please see http://www.vex.net/vex_root_cert.py for instructions and a link to the certificate. Installing this certificate should supercede the old expired one.
